A number of Russian telegrams in a violent Communist strain have been stopped by the Censors. A telegram stopped two days ago reported to Canton the sending of 50,000 roubles by the Central Soviet Trade Union to the strikers in Canton.

4. The attack which is being made upon the

Colony is an attack upon all law and order, and it is aimed at the whole merchant class, both Chinese and foreign. In fact the Chinese would appear to have been specially singled out, as the trades peculiar to themselves, such as the Chinese barbers and tea-houses, were among the first to go, whereas the Peak Tram, which is exclusively for the benefit of Europeans, is still ruming with its full

Chinese complement.

Very large numbers of strikers have left

On the Colony for Canton and the exodus still continues. the other hand the influx into the Colony of petty traders and, noticeably, women of the amah class is increasing. The strikers are forcibly prevented by strike pickets from coming back. Powers have been taken to arrest and deport any person having no regular employment, and some hundred undesirables have so far been rounded up and sent away. The strikers who are still in the Colony have either a balance from their last wages or are doing casual work, but, if any large number of persons becomes destitute, steps will be taken to deport them on a much larger scale to

Chinese territory.

The tendency to panic, which was at first apparent, has now disappeared and confidence is being gradually restored. The Chinese banks have been reopening and the last of them commenced business again on the 8th July. I am informed that none of them has experienced a
